The State Property Fund of Ukraine improves energy efficiency and enrgy saving in Ukraine

Vitaliy Koval, Chairman of the SPFU, and Anna Zamazeeva, Head of the SAEE, signed the Memorandum of Cooperation.

The SPFU and the SAEE seek to implement the state policy on efficient use of  fuel and energy resources. In particulary, it ams to increase energy efficiency to build the institutional capacity of the SPFU as a budgetary funds manager.

Vitaliy Koval ephasized: ‘Our common goal is to make Ukraine a country with high level of energy efficiency. One of the first steps is to make the SPFU building an example of energy efficiency for other central executive authorities. It is not only about cutting costs down and saving recources, but also about reducing the load on the energy system, which is extremly important today’.

During the meeting, the Parties discussed the following:

  • implementation of energy efficiency, in particular, compliance with the National Energy Efficiency Action Plan for the period up to 2030 approved by the Government;
  • ways to raise funds for energy efficiency at the SPFU enterprises;
  • successful cases of energy saving implementation that are already working to reduce the load on the Ukrainian energy system.

‘State executive authorities should play an exemplary role in terms of energy efficiency in their buildings and in everything that is under the management of state property. Within the framework of the Memorandum, we are ready to help you do this to become an example for others,’ noted Anna Zamazeeva.

The SPFU and the SAEE are uniting and coordinating efforts to improve energy efficiency at the SPFU facilities. The plan can be realized by concluding energy service agreements, which will allow achieving indoor comfort without increasing budget expenditures. In particular, as a first step, the Parties agreed to provide consultations and trainings for the directors of SOEs on the implementation of energy efficiency at their enterprises.

The Fund also continues to actively study the experience of France and Poland in this area. We plan to initiate legislative changes so that part of the proceeds from the privatization of state property is directed to energy efficiency measures.

In times of war, energy efficiency is extremely important for the state to reduce pressure on the energy system, and the saved resources can be used for other critical needs. Therefore, by improving energy efficiency, we continue to work for the benefit of the state.
