The State Property Fund of Ukraine proposes involving the property of trade unions and departmental sanatoriums to create multifunctional rehabilitation centers

To establish the first phase of a network of multifunctional rehabilitation centers for injured soldiers, the State Property Fund suggests using the trade unions’ property, which is being returned to the state according to court decisions, as well as sanatoriums and recreational complexes (excluding children's and specialized ones) under the management of the State Property Fund, Ministry of Health, Ministry of Social Policy, National Academy of Sciences, Ministry of Defense, and other government institutions.

As of today, 88 objects that were previously owned by trade unions but unlawfully taken away have already been returned to state ownership. Among them are 33 sanatoriums and health resorts. Specifically, 16 institutions are located in the government-controlled territoryand are fully suitable for rehabilitation purposes. These institutions are primarily situated in Ukraine's recreational zones, including Lviv, Ivano-Frankivsk, Odesa, Kyiv, Vinnytsia, and Chernivtsi regions. The establishment of the network of centers can be based on these locations.

"In total, there are over a thousand state-owned sanatoriums, resorts, and health institutions that have been acquired from the Soviet Union's trade unions. If the issue of transferring them under the management of the SPFU is resolved, we will be able to cover a significant portion of the demand for rehabilitation centers for veterans and their families," says Yurii Cherdyntsev, Director of the State Enterprise Management Department.

In addition, 47 sanatorium and health institutions under the management of the SPFU and other government institutions can be involved in creating the network. They are located in seven regions of Ukraine, with the majority being in the Odesa, Kyiv, and Lviv regions.

In addition, 17 state prosthetic and orthopedic enterprises have been transferred under the management of theFund, out of which 9 have the ability to provide rehabilitation services:

• State non-profit enterprise "Ukrainian Scientific and Clinical Center for Prosthetics and Rehabilitation" (180 beds);

• "Dnipro State Experimental Prosthetic and Orthopedic Enterprise (SEPOE)" (32 beds);

• "Vinnytsia SEPOE" (30 beds);

• "Khmelnitsky SEPOE" (18 beds);

• "Kyiv SEPOE" (25 beds);

• "Odesa SEPOE" (24 beds);

• "Poltava SEPOE" (24 beds);

• "Mykolaiv SEPOE" (12 beds);

• "Zhytomyr SEPOE" (12 beds).

According to the Ministry of Health, today at least 6,000 beds need to be created to meet the rehabilitation service needs of veterans and their family members.
