Local authorities have agreed to take control of approximately 10% of the bomb shelters from the State Property Fund of Ukraine

Local authorities reluctantly agree to become the new owners of the bomb shelters currently managed by the SPFU.  From the beginning of 2021 to March 31, 2023, they took control of only 90 civil defense structures. As of March 31, there were still 851 bomb shelters under the management of the SPFU in the government-controlled territory.

Because the SPFUdoes not receive state funds for the maintenance of bomb shelters, the SPFU has recently been actively working with central and local authorities to transfer protective structures under their management. According to the Code of Civil Defense, local self-government bodies are responsible for identifying the needs of the fund for protective structures of civil defense in agreement with local state administrations.

The best response to the issue of transferring bomb shelters has been demonstrated by the Regional State Administrations of Kherson, Volyn, and Poltava, which took over the management of over 40 civil defense protective structures during 2021.
