The State Property Fund together with the Ministry of Justice of Ukraine begins the “Large privatization of prisons”

The State Property Fund of Ukraine prepares the Property Complex of “Irpin Correctional Center (N 132)” for privatization. It is the first penal correction institution to be privatized within the framework of joint program with the Ministry of Justice of Ukraine.

According to the plan which was entitled “the Large privatization of prisons”, 35 penal correction institutions, having “the conservation” status, will be put out for transparent auctions. Each of these institutions, located across Ukraine, has already stopped its primary activity. “To maintain closed institutions that don’t perform its functions, is not profitable for the State because it means millions of hryvnias of expenses annually”, – Olena Vysotska, Deputy Minister of Justice told.

According to Deputy Minister, privatization of penal correction centers with “the conservation” status not only will get rid the State of expenses and provide income to the budget but also allow construct new, updated penal correction centers by European standards that will consequently improve conditions of detention in captivity, working conditions for the staff of the State Criminal-Executive Service and ensure public safety.

The SOE “Irpin Correctional Center (N 132)” is situated in the center of urban-type settlement Kotsiubynske in the Kyiv oblast, just in a distance of 6 km from the capital metro station “Akademmistechko”. The institution stopped its primary activity as early as August 2019. According to Taras Yeleyko, Deputy Head of the State Property Fund of Ukraine, the object has the great investment potential. “The total area of a land plot is 8.3 ha. Communications are available – water disposal system and water supply, electricity, etc. Nearby is a railway branch that will allow to provide the great logistics for the new owner”, - he told. – In addition, there is a new residential area around the object, the large park is close to it, so that consequently creates good conditions for construction”.

It is expected that the transparent auction on sale of the Property Complex of “Irpin Correctional Center (N132)” will be announced in the middle of February. The object with starting price of UAH 220.2 million, opens a lot of opportunities to build a business center, logistics complex, as well as residential construction. “We expect that a wide range of investors will be interested in the object. For its part, the State Property Fund of Ukraine provides a qualitative support to the privatization process on all stages and will ensure fair competition during the bidding”, – Taras Yeleyko added.

SOE “Irpin Correctional Center (N 132)” is located at: building 1. Zaliznychna Street, urban-type settlement Kotsiubynske, Irpin town, Kyiv region. It is in a distance of 2.8 km from Kyiv, 6.4 km from metro station “Akademmistechko”, 150 m from the town recreation park, 120 m from the railway station “Bilychi”, 650 m from a general education school N 18.

The area of buildings is 28 141.70 sq. m. The total area of land plots is 8.3 ha; the land category is lands for residential and public construction.

There are available water disposal system and sewerage network on the object. Electricity supply is provided by two substations: 700 and 490 kW. The starting price (excluding VAT) is UAH 220 211 587.66.
