E-auctions on lease of three premises at Boryspil airport’s area were cancelled on requirement for ensuring social distance between passengers and airport staff under the spread of the coronavirus disease
The Regional Office in Kyiv, Cherkasy and Chernihiv oblasts has cancelled three e-auctions on lease of premises located at departure area of the International Airport “Boryspil”s Terminal “D”, scheduled on November, 5, 2020.
These e-auctions cancellation was held on requirement of the Ministry of Infrastructure of Ukraine as the managerial body of the mentioned state property. The Ministry required for e-auction cancellation according to Paragraph 1 of Clause 64 of the Procedure on the State and Municipal Property Lease, approved by the Resolution of the Cabinet of Ministers of Ukraine of June 3, 2020, which provides for opportunity to cancel e-auctions in conditions of the availability of factors that may significantly affect a lot, in particular, lease object’s essential characteristics.
The MIU’s requirements are based on the earlier received by the airport administration letter from the Chief State Sanitary Doctor of Ukraine on air transport with requiring to ensure appropriate conditions for passengers to keep the distance at the airport area. The aim is to minimize risks of the COVID-19 disease spread, in particular, in departure lounges where, traditionally, is the highest concentration of passengers.
The State Property Fund of Ukraine points out that it hasn’t approved decisions on exclusion from the First Type List the premises on which a landlord took a decision on e-auction cancellation. Such a decision could be taken only after detailed study of the passenger traffic at the International Airport “Boryspil”s Terminal “D”, bearing in mind the announced in our country quarantine, and proof that the real risk of social distance’s critical reduction between passengers as a consequence of appropriate premises’ lease is available.
