Ukraine Studies Israel`s Experience in Compensating for War-Related Damage
During a working visit to Jerusalem, Nataliia Panova, Deputy Head of the State Property Fund of Ukraine, met with representatives of the Compensation Fund of the Israel Tax Authority.
For Ukraine, Israel's experience is particularly valuable. For decades, Israel has developed and refined mechanisms for the rapid assessment and compensation of damage to the property of citizens and businesses caused by armed conflict, terrorist attacks, and other acts of aggression.
The meeting focused on how the state can efficiently:
- receive and process claims for damaged property;
- organize damage assessments using unified methodologies;
- engage qualified professional appraisers;
- digitalize compensation procedures; and
- ensure the prompt adoption of compensation decisions.
For Ukraine, which continues to document the consequences of russia's aggression on a daily basis, this is not a theoretical issue but a practical one. The quality of damage assessment will directly determine the fairness of future compensation.
Nataliia Panova emphasized that Israel's experience is important for Ukraine not only as an example of a country's resilience during wartime, but also as a model for building a transparent, efficient, and professional damage assessment system.
The State Property Fund of Ukraine continues to strengthen the national valuation system to ensure it meets the challenges of wartime and serves the needs of citizens, businesses, and the state.
