Digitalization and Transparency: SPFU Implements the Early Response System (ERS)
Chairman of the State Property Fund of Ukraine, Dmytro Natalukha, together with his team, held a meeting with the Ambassador Extraordinary and Plenipotentiary of the French Republic to Ukraine, Н.Е. Mr. Gael Veyssiere, with the participation of representatives of the French international technical assistance agency Expertise France, as well as Smart Integration Group. The discussion focused on enhancing cooperation in improving the efficiency of state asset management and implementing modern corporate governance tools.
During the meeting, the Early Response System (ERS), developed by Smart Integration Group within the framework of the "mAIDan Ukraine Technical Assistance Fund" project, was presented. The initiative aims to support the digital transformation of state property management processes and strengthen the Fund’s analytical capacity. The implementation of ERS is not merely an IT solution, but part of a broader corporate governance strategy aligned with OECD standards and EU requirements.

The Early Response System is a modern information and communication system that ensures a comprehensive approach to data management. In particular, it provides for the integration of information from various sources and its subsequent analysis in accordance with defined parameters. This creates the conditions for the timely identification of potential risks and contributes to more informed decision-making.
The Fund’s portfolio includes over 2,000 state-owned enterprises and 1,300 real estate assets, which complicates effective management without modern risk control tools. Due to the fragmentation of existing systems, data remains unintegrated, which weakens coordination and limits analytical and forecasting capabilities. The implementation of the Early Response System and automation will enhance management efficiency and minimize risks.
The meeting participants emphasized the importance of introducing innovative digital solutions as part of the consistent development of the state asset management system. They also highlighted the role of international partnerships in supporting relevant reforms and sharing best practices.
