The second meeting of the Expert Council on Appraisal Activities took place, during which heads of profile groups were elected, and their priorities of activity were determined

On November 29, the second meeting of the Expert Council on Appraisal Activities took place, initiated by the State Property Fund. The meeting was held in a mixed format, with participation in discussions from representatives of the notary chamber, assistants to members of parliament, civil organizations, and the anti-corruption community.

The Chairman of the Expert Council, Denis Shugaliy, opened the meeting by expressing gratitude for the active professional communication of the participants and emphasizing the necessity of further practical work for the council. As the activities of appraisers must align with the contemporary challenges facing the professional community.

The council members divided into six expert groups and elected their heads. The groups will work on the following directions:

  • Advocacy for draft law No. 7386, elaboration of amendments for the second reading;
  • Problematic issues of legislation in the field of assessment for taxation;
  • Damage assessment methodology – improvement of legislative framework;
  • Methodology, professional training of appraisers;
  • Information and communication systems and registries related to appraisal activities;
  • Anti-corruption activities, counteraction to abuse in the field of assessment, particularly in the Unified Database of appraisal reports.

During the professional discussion, representatives of the Expert Council discussed the issues of appraisers' work during a state of war and mechanisms for increasing their qualifications. It was agreed to involve additional experts in the expert groups to create highly effective recommendations for the work of professional appraisers.

Additionally, a decision was made to include two additional members in the Expert Council, bringing the total to 37 members.

As a conclusion, the members of the Expert Council identified priority tasks to focus on in the near future. The date of the next meeting is scheduled for December 27, and proposals for the agenda will be accepted until December 25.

For reference, the State Property Fund is currently shaping and implementing state policy in the field of property valuation and appraisal activities in Ukraine. This includes the development and adoption of all regulatory acts on property valuation (national standards for assessment, assessment methodologies, procedures for conducting assessments, etc.), maintaining state registries (State Register of Appraisers and Entities of Appraisal Activities, Unified Database of appraisal reports), reviewing reports on property assessment, and overseeing the training and qualification improvement of appraisers.
